A township containing less than 36 normal sections. This is typically due to an encroachment by a body of water or type of land that cannot be properly surveyed as part of a township, or by closing a PLSS survey on a non-PLSS derived line like a state or treaty boundary. Half ranges and townships are considered fractional by definition.
